Yes, it is normally this chaotic. The amazing thing is that it works. Bikes and scooters (even those with children balanced on them), pedestrians, and cars all in one big cluster, where some rules that I can't even begin to comprehend dictate who gets the right of way and who yields. What's really fun is crossing the street on foot!!
